Icy Mage is a 4-star Human Creature acquired through exploration. Her skillset is focused on Lockdown capabilities. Flurry offers a unique protection against her enemies, giving her a 50% chance to Freeze them after they've dealt physical DMG to her.
With Frostbite attempting to Freeze up to 3 random Creatures each turn, and her Single-Use Typhoon adding another 30% chance to Freeze every single Creature when she first enters the battlefield, she can really throw a wrench in an opponent's game-plan when used strategically.
Despite her excellent skill-set for locking down the enemy team, Icy Mage suffers from terrible base stats and low survivability. Because of this, she works best in a full Lockdown deck, in which the number of Creatures with Lockdown skills are giving you a decent chance to completely shut down the enemy team. Otherwise, you can expect her to only survive a few turns, so use her tactically so that her Typhoon has a chance to cause the most disruption.
Even so, Lockdown decks are always susceptible to explosive Creature plays and Icy Mage does not have the staying power that a 4-star Creature should. Unless you've got some extra HP Buffs or Survival-focused Hero Talents, you will likely find a better alternative in Faen or even Mortii lockdowns for much less Cost.

Icy Mage Creature Shards can be found through exploration of dungeons 7-3 and 7-7.
Like all 4-star Creatures, it takes 30 Shards to assemble one Icy Mage.

Strategies and Tactics[]
If you can meld her, good chances are Frost armor, Reflect or Immunity, giving her more survivability.
You can get Frost Amor 3 from Frost Rager, but preferably Frost Armor 7. This is the safest bet to keep Icy Mage alive.
You can get Reflect from Pious Warden, Juggernaut, etc etc It's good if you have some way to keep Icy Mage alive as she can output more damage
You can get Immunity from Horned Beast. Good to avoid lockdowns and Magic Damage heavy teams.
