Stigma works in a strange way, applying a debuff to the creature that it hits which shows up as a glowing orange flame for 2 rounds. If any Stigma activation hits a creature with this debuff, it deals triple damage. However the debuff can be cleansed away (confirmed by Mantra) and will NOT deal triple damage even IF you hit the same creature two turns in a row.
